Juvenile Detention Center
The Richmond Juvenile Detention Center (RJDC) is a 60 bed secure facility which serves both males and females in the service area of the City of Richmond. The facility is designed to provide safe temporary custody of pre-dispositional residents who are accused of conduct subject to the jurisdiction of the court, pending adjudication and/or disposition of charges placed against them.
Pre-dispositional residents come into care once an intake officer or judge finds probable cause that the resident committed an alleged act that would be a Felony or Class 1 Misdemeanor if committed by an adult and there is (a) clear and convincing evidence that releasing the resident constitutes a clear and substantial threat to the person or community, or (b) releasing the resident presents a clear and substantial threat of serious harm to the resident’s life or health, or (c) the resident is a fugitive from another state.
The Richmond Juvenile Detention Center provides a wide range of helpful services that support the resident’s physical, emotional, mental and social development. Additional services include, but are not limited to: education, recreation, counseling, nutrition, medical/health care services, reading, visitation, communication and continuous supervision.
The facility is established to provide short-term care in a secure environment to residents who, by statutory criteria, require such restraint for either their own or the community’s protection, and to provide such protection, safe care, basic needs and services as required by the Resident and Domestic Relations District Court Law and pursuant to the Regulations Governing Resident Secure Detention Centers of the State of Virginia State Board of Resident Justice. Specifically, the facility shall do the following:
- To provide for the residents' basic needs, such as shelter, food, clothing, and medical care.
- Prevent the abridgement of residents' legal rights during detainment at the facility.
- Provide for the physical, emotional, religious, educational and social needs of the residents during detainment.
- House the residents in a safe and humane environment, maintaining the necessary security level to prevent escape and assure that the residents will be free of fear of assault or intimidation by staff or other residents.

Richmond Juvenile Detention Center’s educational program, also known as The Virgie Binford Educational Center, follows the City of Richmond’s Public School curriculum. Our educational staff works to provide continuing education to our residents as their educational work transfers to their home school upon release. Our teachers instruct on all core classes in addition to art, life skills, vocational skills, GED preparation and testing. Unless otherwise approved by the Detention Center Administration, visitation is limited to parents/legal guardians. All visitors are subject to search, including the use of metal detectors without prior notification.
Visitation hours are as follows:
- Sunday 12:45 pm to 1:45 pm
- Wednesday 6:00 pm to 7:15 pm
- Saturday 2:15 pm to 3:30 pm
- On Thanksgiving, Christmas, and New Year's Day, visitation hours are 2:15 pm to 3:30 pm
Visitors who fail to adhere to visitation rules, which are provided to parents/legal guardians, could result in the early termination of a visit and/or denial of future visitation privileges.Visitors are asked to leave any personal belongings such as pocketbooks, cell phones, cameras, tobacco products, lighters, keys, hats and scarves in their personal vehicle. Appropriate attire and picture identification are required. Alternate visiting times require administrative approval.
Volunteers are responsible for providing a planned curriculum/program to be presented to our residents. We request that all volunteers dedicate at least six months of services at the center. Each resident receives a medical and mental health screening during the intake/admission process which includes a physical exam. The Richmond Juvenile Detention Center will attend to all immediate medical needs. Our Mental Health Clinician also provides crisis counseling and referral services when needed.
Prison Rape Elimination Act (PREA) Policy
It is the policy of the Richmond Juvenile Detention Center (RJDC) to fully comply with the Prison Rape Elimination Act (PREA) of 2003 and the National Standards declared by the United States Department of Justice to prevent, detect, and respond to prison rape under PREA and to provide a safe, humane, and secure environment for all residents free of sexual abuse and sexual harassment.
PREA Overview
•Federal law established to support the elimination and prevention of sexual assault and sexual misconduct in correctional systems, including juvenile facilities.
•Addresses both resident-to-resident sexual assault and staff-to-resident sexual assault.
•RJDC maintains a zero-tolerance policy for resident-on-resident sexual assault, staff sexual misconduct, and sexual harassment towards residents (115.311).
•Every allegation of sexual assault, misconduct, and harassment will be thoroughly investigated, and all reports of sexual assault are referred to the City of Richmond Police Department for criminal investigation.
•Residents undergo an initial education upon admission and ongoing education on PREA.
•An assessment is conducted on all residents at the time of intake to determine their individual risk of victimization or predation using an objective measurement tool based on risk factors.
Reporting
•To ensure that sexual misconduct is reported, RJDC has several ways for parents and third parties (such as staff members, family members, attorneys, and fellow residents or any other interested party) to report an incident (115.322, 115.354). You may use the reporting method you are most comfortable with.
•Tell any staff member of RJDC. It is part of their job to report any allegation, ensure the residents’ safety, and maintain confidentiality.
