Mental Health Specialty Dockets
The City of Richmond established behavioral health dockets to assist in the case management of defendants with underlying behavioral health conditions. It is also intended to identify those defendants who may be suitable for management in the community, rather than detention at the Richmond Justice Center. While there is no exclusion based on severity of mental illness, suitability will depend on individual needs and whether the program offerings will be able to manage risks.
The specialty dockets' goals are:
- Improvement of clinical outcomes.
- Reduction in recidivism.
- Reduction in behavioral health related court workloads.
- Increase in personal, familial and societal accountability among offenders.
- Promotion of effective planning and use of resources among the criminal justice and community agencies.

A criminal and clinical risk assessment are conducted to determine eligibility for docket participation. Eligible defendants will receive case management services that focuses on connecting participants to mental health, stability, and support services to reduce their risk for recidivism.
