November 13, 2020 -- Governor Northam makes key modifications to Phase 3. Key changes include decreasing the acceptable amount of people at a gathering (indoor or outdoors) from 250 to 25, mandating masks for children between five and 10, and establishing a 10 p.m. alcohol curfew for all establishments that serve alcohol.
