Purpose and Philosophy
The Richmond Juvenile Detention Center’s Post-D Program is a long term (up to six months) program designed to provide residents ages 14 –17 with a community-based dispositional alternative to commitment to the Department of Juvenile Justice. The program provides residents with the opportunity to address maladaptive behaviors and replace them with socially appropriate skills by making positive changes to their thoughts, feelings and behaviors. The program engages residents and provides skill development through evidenced based strategies, educational services, career exploration and individual/family counseling while allowing them to remain connected to their families and the community.
Each resident in the Post-D Program will receive strength and evidenced based programming, individual/family counseling, psycho-educational groups, anger management, substance abuse education, and independent living skills. The resident will also be provided case management services as well as individualized services as identified by their service plan.
The criteria to be accepted into the RJDC Post-D Program are as follows:
- The resident is 14 or older at the time of entry;
- The resident has committed an offense, which if committed by an adult, would be punishable by confinement;
- The resident has not been and is not currently adjudicated or found guilty of a violent felony as defined by the Code of Virginia.
- The resident has not been released from custody of DJJ within the previous 18 months.
- The interests of the resident and the community require the resident be placed in a secure setting;
- The purpose of the placement is for rehabilitation;
- Parent/legal guardian are supportive of the resident being placed in the RJDC Post-D Program and are willing to participate with services;
- The resident who is commitment eligible, have a suspended commitment to the Virginia Department of Resident Justice;
- The resident has been assessed by the Post-D Coordinator and determined to be appropriate for the program;
- A Post-D Program space is available.
In order to place a resident in the RJDC Post-D Program, a referral shall be completed by the assigned Probation Officer, and submitted through the EMPOWER system. The Probation Officer shall also email or fax referral/packet information to Post-D Coordinator for review.
Upon review of the referral, the Post-D Program Coordinator will review the admission packet that includes the Assessment for Appropriateness. The Post-D Program Coordinator will notify the referring Probation Officer of the decision to accept or deny the resident into the program. The referring Probation Officer will give a Post-D Program information packet to each resident and parent/legal guardian prior to the resident entering the program that briefly explains the program including visitation, medical responsibilities, behavior management, and individual responsibilities. It is to be made clear that the resident will not receive credit for time served and that the suspended commitment will be imposed upon failure in the Post-D Program.
